Special Education Program

Palau's Special Education Program is a U.S. federally funded program under the Ministry of Education (MOE). It is mandated by the 2004 Individuals with Disabilities Education Act (IDEA) and RPPL 3-9 that came into law in 1989 for provision of educational services for children with disabilities.

MOE established the Special Education Program as an official unit under its Bureau of Curriculum and Instruction. It is headed by a Program Coordinator and 29 staff members. The program's main office is located in a facility next to Koror State capitol building. Teachers under this program are assigned to various schools where children with disabilities receive special education services.
