Project Summary

Purpose: To digitize the requisitioning and resource distribution process of the MOE
Status: Successfully completed and deployed at MOE on August 14, 2019. Suspended in March 2020 due to changes to Ministry of Finance system which required substantial changes to the app.
Next: The requisition form and the chart of accounts of the app needs to be revised to fit the MOF's new formats before the app can be put back in production.

In 2018 the BEA utilized the TCinGC 2018 project (Ameeshi Goel, June 1 to August 10, 2018) to develop a requisitioning app. This app was utilized in 2018 for requisitioning. In 2019, the BEA utilized two TCinGC 2019 students (Pavan Gollapalli, Jeevika Gorsh, June 1 to August 10, 2019) to rewrite the app and add a Receiving, Distribution, and Inventory modules.

This app was used until March 2020 when it had to be tabled due to changes in the Ministry of Finance's requisition form and chart of acccounts. During the period of FY2018 and FY2019 (up to March 2020), requisitioning data are in a database.

While the specific outcome of this project is for all acquisitions and distributions to be tracked, the strategic outcome was to improve management's ability to manage and target its resources and evaluate the impact of resource utilization.

In FY2019, a position was created for a Receiver (Procurement Specialist) whose role is to receive acquired items, enter them in the app, and distribute and record the distribution in app. Also the Receiver was to interface with the Inventory custodian to ensure inventory items are captured into the inventory database.
